Volume one has been divided into two parts Part I as Governmental Acti¬vity, Optimal Allocation and Fiscal Arrangements, consisting of nine chap¬ters, and Part II as Public Sector Expenditure Structure, comprising of three chapters. Though basically theoretical, the book has throughout Indian background. An effort has been made to bring the definition of public finance to date. The justification for the existence of the public sector has been brought out in as simple a manner as possible. The idea of social balance has been clarified briefly. Similarly, various allocation techniques have been analysed in a straightforward manner. The concept of optimal allocation and the difficulty in its attainment in historical perspective and on the basis of various approaches has been given, besides a relevant exami¬nation of the contribution of political tools in the revelation of social welfare function. The notions of fiscal rationality and fiscal neutrality have been spelt out while examining the various criteria of fiscal rationality. Different budget con¬cepts have been briefly and precisely given along with a concise explanation of the budgetary procedure. Constitu¬tional division of fiscal powers in India, inter-governmental fiscal relations and problems and the various techniques of their solution have been analysed. Public sector budgetary growth on the basis of different theoretical hypotheses as well as in the context of India has been narrated. Besides giving briefly the growth of public expenditure in India, the princi¬ples and types of public expenditure have been described. Effects of public expenditure on economic activity have been analysed and the modes of public expenditure evaluation have also been given in a simple, brief and precise manner. The book would be quite useful to the postgraduate students of our Universities, to those appearing for various competitive examinations, to the administrators engaged in policy mak¬ing, and to the public at large.
